Thanks for joining the discussion!  Sorry it took me so long to respond.  The AdWords Pay-per-action program is definitely a step towards affiliate marketing for Google.  Since this is a cost-per-action based system, there are direct parallels between this and AM systems like Commission Junction.  

Currently, the AdWords PPA system is in BETA and works within the confines of the AdWords/AdSense interfaces.  But all of the integral AM pieces are in place: advertisers selling a product, setting a cost-per-action, the publisher displaying the ads and getting paid a cut of the cost-per-action for every sale/sign-up, etc.

While little is known of the algorithms that Google uses for any given product, I'm sure that those used for PPA are no less complex.  Just be aware that CTR is a non-issue and isn't directly calculated on the advertiser side (though you can calculate it yourself if you wish).  The primary metrics to be concerned with are Conversions, conversion rate and cost.

On our PPC campaigns the positions vary depending on the MaxBid, CTR and conversion rate. Are the logarithms as sophisticated within AM / PPA?
