We found that many times our client will make changes to an ad but will ignore the character limit. To help prevent this we even made a worksheet that counts the characters so she will know when they are over the limit. Anyone can use the spreadsheet--it is here: http://www.aims.co.il/googleads.xls

If you have any suggestions for improvement I would love to hear from you.

We've found it best to piecemeal the ad copy approval requests to the compliance team, rather than sending in one large file. Even though the ads are usually variations on a theme, compliance teams tend to get hung up if they have to look at too many at a time.
