		<description>Youch!  I feel bad for the person in question, but yeah, Google doesn't make it a big secret that you need to manually deactivate the content network.  And did this person ever check on their campaign after they launched it to ensure they were spending where and what they wanted?

Sounds like a case of user-error to me...
