But, assuming you are in the geotarget area, shouldn't phrase/broad match (Adwords), with geotargeting, match on search phrases with the cities, towns located in the geotarget area, even if they aren't in the bid keyword? I've tested this and it seems that phrase/broad match is inhibited with geotargeting. I've asked google adwords forum about this but they aren't aware of any such issues.
