I only recently have a campaign that would benefit from both placement targeting and geographic targeting and as far as I can tell, I am able to set up both in my client's campaign. I have not tested it yet. I can't seem to find anything online or in google help that answers the question, 'can you target a campaign geographically and then also do placement targeting and have the geographic settings apply to these placements in the content network?' I’m wondering if this topic could be in need of an update.
