I don't think that I understand why you wouldn't always want to have the campaign set up to get the best performance. If you would get better performance by doing these things in the last few days of the month then wouldn't you want those changes to be permanent?

For example, if you have multiple types of ad text then you proabably were trying to find out if one performed better than the other - once you know that shouldn't you pause or delete the others?
